A site needs tending: updates, small copy changes, hosting, and the quiet work that keeps it from going stale. Katavos can keep doing that after launch if you want a regular pair of hands.
Maintenance is an additional service, not something folded into the build. The first conversation can cover whether you want help only through launch, or an ongoing arrangement after the site is live.
